Indonesia make decision to cunduct defence and security cooperation with Japan amid the tensions in the South china Sea. North Natuna which is an Indonesia area that unilaterally claimed by China as a nine-dash line area, requires Indonesia to take decisions in improving defense and security in the South China Sea. This study aims to explain Indonesia’s Maritime Diplomacy in the middle of tensions in the South China Sea : Case Studies of Indonesian Maritime Defense and Security Cooperation with Japan (2014-2021). This study was analyzed using decision-making theory by William D. Coplin and Maritime Diplomacy by Le Miere. This study used a qualitative research approach with explanatory research type and collected secondary data from various published sources. The results of this scientific research answer that there are three main factors behind Indonesia's decision to conduct Defense and Security cooperation with Japan. The first factor is Indonesia's domestic politics, namely the influence of the Indonesian defense ministry. The second factor is Indonesia's economic and military capabilities. The third factor is the international context, namely the anarchic international system, unstable regional conditions and the uncertain dynamics of Indonesia's relations with China. Thus, Indonesia can improve its maritime defense and security by cooperating with Japan.
