STRATEGI DEBT TRAP TIONGKOK TERHADAP SRI LANKA DALAM MEMBANGUN HEGEMONI DI ASIA

Abstract

The Belt and Road Initiative (BRI) is one of China's foreign policies that
aims to boost the economy by rebuilding the silk road in the 21st century.
Investments and cooperation made by China to countries on a strategic path have
created debt problems that have led to a debt trap, as experienced by Sri Lanka.
Many political observers consider that the BRI policy is a strategy carried out by
China in building hegemony. The purpose of this study is to see how the
relationship between China and Sri Lanka caused Sri Lanka to be trapped in a
debt trap and how China's efforts to build hegemony through debt traps. This
study employs a qualitative method of explanatory type. Data collection techniques in
this study were carried out through library research and internet-based research.
This study was analyzed using the typology of John P. Lovell's Foreign Policy
Strategy, the concept of Debt Trap Diplomacy, and the theory of Stability of
Hegemony. The results of this study indicate that debt trap is carried out in 3
(three) stages, namely: investment, construction & operations, and debt collection.
Lack of transparency and due diligence makes borrowing countries vulnerable to
being trapped in a debt trap.
