DAMPAK PENERAPAN NORMA ASEAN WAYS TERKAIT ISU LINGKUNGAN TRANSNASIONAL TERHADAP PENYELESAIAN POLUSI KABUT ASAP INDONESIA

Abstract

Smog has become a common problem with ASEAN. Because the burning of forests that are converted into plantation land is also influenced by investors from neighboring countries. The Indonesian government has blamed the involvement of malaysian and Singaporean palm oil giants in the issue. In the ASEAN political arena, the difficulty of resolving this issue can be seen from the still relevance of the ASEAN Way, which is a modus operandi or mechanism that institutionalizes ASEAN with the principle of deliberation and consensus on the principle of non-intervention in domestic affairs with each other. It is an informal mechanism that is ambiguous, inclusive, and avoids binding regulations.  A norm that has shaped the pattern of interaction between member states because it is seen as a meeting point and even a shared asean identity. The purpose of this study is to explain the Impact of Implementing ASEAN Ways Norms Related to Transnational Environmental Issues in Resolving Indonesian Haze Pollution in 2014. The study was analyzed using the theory of Constructivism by Varrkey (2016).   This research uses a qualitative approach with the research method used is descriptive research methods. In the technique of data collection the author uses literature reviews such as books, journals, Online Data Search. The result of this study is that the principle of non-interference remains a very influential principle in relations between countries and institutional mechanisms even in times of smog crisis or facing emergency problems. In addressing the haze problem caused by the Indonesian government's Karhutla, one of which is to improve the understanding of the relevant parties. There are two forms of diplomacy in response to Indonesian and Malaysian diplomacy related to forest and land fires, namely first track diplomacy and second track diplomacy. The issue of forest and land fires does not hinder cooperation among affected countries such as in the fields of security, economy, social, labor politics, and education.
