JDP terbit secara berkala pada bulan Januari dan Agustus setiap tahunnya. JDP memiliki tujuan untuk membangun intelektualitas dan mengembangkan ilmu pengetahuan melaui tulisan, penelitian dan kajian-kajian tentang politik dan dinamika pemerintahan yang berkembang pada level nasional dan juga lokal. <p><em>This study aims to find out and describe the Strategy of Micro, Small and Medium Enterprises (MSMEs) in Community Empowerment (Study on the Cracker Center in Jambangan Village). This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation. The determination of the informants of this research was through purposive sampling consisting of the Head of Hamlet who is responsible for community empowerment in the field of MSMEs and several Cracker MSME actors. Data analysis techniques include data collection, data reduction, data presentation, and conclusion drawn. The results of the study show that the strategy of Cracker MSMEs in Jambangan Village is still not running as expected, because the marketing aspect is still manual. This is due to the lack of use of digital platforms as a promotional medium which limits market reach. In addition, less attractive product packaging negatively impacts sales, as prominent packaging can attract consumer interest. <p>The ongoing Ukraine war has significant global geopolitical implications, reshaping security policies and international relations. For Indonesia, as a non-aligned and strategic player in Southeast Asia, understanding the impact of this conflict is crucial for adjusting its defense and security cooperation strategies. This research aims to analyze the implications of the Ukraine war on Indonesia's military and security cooperation policies. A qualitative approach was employed, using secondary data from government documents, policy analyses, and academic literature to explore Indonesia's diplomatic stance, defense collaborations, and alignment with major powers. The findings reveal that the Ukraine war has prompted Indonesia to reconsider its defense policies, particularly in diversifying military procurements, avoiding over-reliance on any specific nation, and enhancing regional security partnerships. Additionally, Indonesia's emphasis on non-alignment has been strengthened, with a focus on ensuring strategic autonomy amidst the growing tensions between global powers. The research concludes that the conflict has reinforced Indonesia's proactive engagement in regional security forums and prompted a recalibration of its defense procurement strategies. The background of this study includes the need to update political analysis in Indonesia in light of the digitization phenomenon affecting political practices, as well as to evaluate the party's presence at the local level, which has often been overlooked in previous studies that concentrated on the national level. PSI Jakarta is chosen as a case study due to its role as a new political party actively engaging in digital activities, making it an ideal representation to explore the digital face of political parties. This study adopts the “three faces of the party†concept by Katz and Mair, which includes the party’s face at the organizational level, public office, and grassroots level, to analyze how PSI Jakarta manages these three aspects in its digital platform usage. The research employs a qualitative case study approach, utilizing data collection methods such as observation, interviews, and document analysis. The primary focus of this paper is the relationship between the three faces of the party and the organizational challenges faced by PSI Jakarta, as well as the relevance and implications of these findings for general political party studies. <p><em>Collaborating between the public and education sectors, improving access to resources, and strengthening communities are the objectives of this research. A major focus of economic development studies has been community engagement in local economic development. This initiative strengthens social relations and economic growth. Data analysis was conducted through observation, interviews, literature review, and documentation. Primary data consists of information collected directly in the field through in-depth interviews with community informants and business owners. The results of the analysis show that community participation in the planning and evaluation stages is in the medium or good category. At the implementation and utilization stages, community participation is also very good. Residents of Binangun Hamlet in Plintahan experienced socioeconomic impacts. <p><em>This research discusses the low level of community participation in the preparation of the Village Medium-Term Development Plan (RPJMDes) in Keper Village, Krembung Sub- district, Sidoarjo Regency, which can affect the effectiveness of sustainable village development. This research aims to identify the extent of community involvement in the preparation of the RPJMDes, as well as the factors that influence the level of participation. The method used in this research is descriptive qualitative, with data collection techniques through interviews, observation and documentation. The selection of informants was done by purposive sampling, including community representatives and parties involved in the RPJMDes preparation process. The results show that community participation at the planning and decision-making stages is still low, while at the implementation and utilization stages the results are more optimal. Factors affecting low participation include a lack of socialization and the involvement of women in the decision-making process. <p>This research aims to analyze the evaluation of the Family Planning Village program in Tambak Kalisogo Village and the impacts resulting from these activities. The research method is qualitative based through observation, interviews and documentation. Informants were determined using purposive sampling, which included family planning instructors from Jabon sub-district, the PKK chairman of Tambak Kalisogo Village, and the local community. The research focus refers to Edward A. Suchman's evaluation theory which consists of six indicators. 1) the aim of the program is to create a prosperous and independent society. However, the Family Planning Village program in Tambak Kalisogo Village needs to clarify and improve the evaluation mechanism. 2) problem analysis, which according to Edward's theory involves systematic stages, shows that in this village there are still obstacles that affect the program, such as limited signals that interfere with communication between the community and family planning cadres. 3) description and standardization of activities is an important element in evaluation, ensuring that the activities carried out comply with the provisions. 4) measurement of change is generally based on program impact, and in this village it is quite in line with existing measurements. 5), the result of this activity is increased public awareness about reproductive health and the importance of getting married at a mature age for teenagers. 6) the impact of the Family Planning Village program in Tambak Kalisogo Village received a positive response from the district in its village development efforts. <p>Penelitian ini bertujuan untuk menganalisa efektivitas program Police Goes to School dalam meningkatkan kesadaran berlalu lintas pada pelajar di Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian dianalisa menggunakan teori efektivitas Kreitner dan Kinicki dengan hasil penelitian menunjukkan pencapaian tujuan dapat dinyatakan efektif dengan pendekatan waktu dan sasaran yang tepat. Terdapat akuisisi sumber daya dapat dinyatakan efektif sesuai dengan terpenuhinya unsur sumber daya manusia, sumber daya modal dan sumber daya peralatan. Proses Internal dapat dinyatakan cukup efektif dilihat dari pendekatan komunikasi yang dilaksanakan dengan baik, namun perlu adanya peningkatan komitmen dari pelaksana. <p><em>This study aims to analyze the quality of service in the Giri Tirta Regional Public Company of Gresik Regency using the SERVQUAL approach, which includes five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. This study uses a descriptive quantitative method with data obtained through questionnaire surveys filled out by customers. The SERVQUAL analysis was carried out to measure the gap between customer perception and service expectations. Study results show that the dimensions of Tangibles and Reliability have a positive gap, indicating that the physical facilities and service reliability are quite satisfactory. In contrast, the Responsiveness and Empathy dimensions show a negative gap, indicating the need to improve the speed of response to complaints and attention to customer needs. The Assurance dimension recorded a gap of zero, which suggests that the service is in line with expectations without more advantages. <p><em>This research will analyze the implementation of the Smart Indonesia Card Program policy at SMAN 1 Wonoayu, Sidoarjo Regency using Warwic's policy implementation theory. The aim of this research is to describe the implementation of KIP policy at SMAN 1 Wonoayu according to Warwic's four factors of policy implementation theory. The research method applied is descriptive qualitative, with data collection techniques through interviews, observation and documentation. The results of this research are that the implementation of the KIP program at SMAN 1 Wonoayu is still not fully running well and effectively. <p><em>Optimizing data collection from Regional Work Units (SKPD) is one of the challenges for the Sikka Regency Communication and Information Service (Kominfo) in supporting the efficiency of government administration. This research aims to analyze the use of Google Form as a tool in the SKPD data collection process. The research method used is descriptive qualitative, with data collection techniques via Google Form distribution links to various relevant Regional Apparatus Organizations (OPD) in Sikka Regency.</em></p> <p><em>The research results show that using Google Forms provides several significant benefits, such as ease of access, reduced data processing time, and increased information accuracy. Apart from that, this implementation also saves operational costs compared to manual methods. However, some of the challenges faced include low technological literacy in some OPDs and dependence on internet access.</em></p> <p><em>This research concludes that Google Form is an effective and efficient solution to support the digitization of SKPD data management. <p><em>This research aims to explore the role of the protocol sub-section in preparing the leadership work agenda in the Protocol and Leadership Communication Section (Prokompim) of the Sikka Regency Regional Secretariat. The Protocol Sub-Section has important responsibilities in preparing materials and compiling leadership work agendas, which contribute to the efficiency and effectiveness of implementing government tasks. Through qualitative methods, data was collected through in-depth interviews and direct observation of the work agenda preparation process. The research results show that the Protocol Sub-Section not only functions as an agenda preparer, but also as a liaison between the leadership and various related personnel, as well as as a communications manager that supports smooth operations. <p><em>The Pekanbaru City Population and Civil Registration Office created service innovations in meeting the needs of vulnerable people to obtain population identity, namely, the Service System to Complete the Identity of Displaced People and the Recording of Disabilities to Complete Identity (SIPINTAR PEDULI). SIPINTAR PEDULI is applied as a solution to the obstacles experienced by vulnerable people in accessing public services due to not having a population identity. SIPINTAR PEDULI is an electronic-based population administration service system, with the aim of overcoming the gap in population administration so that it makes it easier for vulnerable people to obtain population identity. The purpose of this study is to find out the innovation of the Service System to Complete the Identity of Displaced People and the Recording of Disabilities to Complete Identity (SIPINTAR PEDULI) and to find out the supporting and inhibiting factors of the innovation of the Service System to Complete the Identity of the Displaced Person and the Recording of Disabilities to Complete Identity (SIPINTAR PEDULI). In this study, a descriptive research type is used with a qualitative research type. Data collection in this study is carried out by observation, interviews and documentation as well as data analysis which includes data collection, data reduction, data presentation and drawing conclusions or verification. <p>Provinsi Riau, sebagai salah satu wilayah dengan kekayaan sumber daya alam yang melimpah. Namun, eksploitasi yang intensif ini telah menyebabkan berbagai permasalahan lingkungan, termasuk kerusakan ekosistem gambut, deforestasi, kebakaran lahan, abrasi pantai, dan konflik tenurial. Isu degradasi lingkungan di Riau mencerminkan ketidakseimbangan antara pertumbuhan ekonomi dan pelestarian lingkungan, yang membutuhkan intervensi kebijakan yang holistik dan berkelanjutan. Program Riau Hijau dirancang untuk mengatasi tantangan degradasi lingkungan akibat eksploitasi sumber daya alam intensif, seperti kerusakan ekosistem gambut, deforestasi, dan limbah industri. Dengan menggunakan pendekatan kualitatif, penelitian ini menggali dinamika formulasi kebijakan melalui wawancara mendalam, studi pustaka, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kebijakan Riau Hijau mengutamakan pengendalian kerusakan lingkungan, pengelolaan sumber daya alam berkelanjutan, dan pengembangan energi terbarukan. Proses formulasi kebijakan melibatkan agenda setting, identifikasi masalah, evaluasi alternatif, serta konsultasi multi-pihak, termasuk masyarakat lokal, akademisi, dan sektor swasta. Temuan utama menyoroti pentingnya keterlibatan pemangku kepentingan, data berbasis bukti, dan pendekatan adaptif dalam memastikan keberlanjutan lingkungan. Program ini menawarkan potensi besar untuk menjadi model kebijakan pembangunan yang harmonis antara pertumbuhan ekonomi dan pelestarian lingkungan, meskipun tantangan kelembagaan dan koordinasi lintas sektor tetap memerlukan perhatian lebih lanjut. <p><em>In Law Number 23 of 2014 concerning Regional Government, each region is given the freedom to administer and manage its respective region. In this law, gender equality is included in mandatory government affairs that are not related to basic services. This research aims to analyze gender equality in Law Number 23 of 2014. The method used in this research is a qualitative method, with a literature approach. The research results show an analysis of Law Number 23 of 2014 where every level of government, both central government, provincial government and district/city government has a division of tasks in sub-affairs on women's quality of life, women's protection, family quality, gender and child data systems and special protection for children. Factors that influence gender equality in Law Number 23 of 2014 include gender issues in the political and legal fields, gender issues in the social field and gender issues in the economic field. <p>This research aims to explain how the Cattle/Buffalo Livestock Business Insurance Program (AUTS/K) is implemented in Tanah Datar Regency. The method used in this research is a qualitative descriptive method with technical data analysis in the form of data reduction, data presentation, and drawing conclusions by selecting informants using purposive sampling techniques. The results of the research show that the implementation of the Cattle/Buffalo Livestock Business Insurance Program (AUTS/K) in Tanah Datar Regency has been implemented where the implementation of this program has provided benefits in the form of financial protection for farmers who experience losses due to death or loss of livestock. However, its implementation still requires further efforts to reach more breeders evenly. The AUTS/K program is a collaboration between the Ministry of Agriculture and the Tanah Datar Regency Government where 80% of the premium budget is given by the central government to Insurance Companies and 20% is covered by the Tanah Datar Regency APBD starting in 2022. Therefore, breeders who take part in the program no longer pay premiums to insurance companies, here the insurance company appointed is PT. Indonesian Insurance Services (Jasindo) which is also responsible for implementing the AUTS/K program. Furthermore, the implementation of this program also faces several significant challenges, especially in social and cultural aspects, such as the negative perception of breeders regarding the installation of ear tags which are considered to reduce the selling value of cattle.
